Legislation enabling the proposed stadium at Macquarie Point to be built, which is currently anticipated to cost $1.13 billion, has passed the upper house after two days of marathon debates.

It passed the Legislative Council nine votes to five.

Liberal MLCs Nick Duigan, Jo Palmer and Kerry Vincent, along with Labor's Luke Edmunds and Sarah Lovell, all voted in favour of the stadium.

Of the independent MLCs, Tania Rattray, Bec Thomas, Dean Harriss and Casey Hiscutt voted for the project.

Independent's Rosemary Armitage, Ruth Forrest, Mike Gaffney and Meg Webb, along with Greens MLC Cassy O'Connor, all voted against the stadium.

The final vote occurred at 11pm on Thursday, more than 12 hours after the day's upper house session began.

The day before, the debate went well into the early morning after independent MLC Meg Webb spoke for more than three hours - finally wrapping up her speech shortly before 2.40am.

The AFL has indicated that construction of the stadium is a requirement for the state to have its own team in the national league.
